Is it a wasp?

On a cold and windy day there were few insects active on the Beach Reserve, but this wasp like insect was found crossing the tarmac road. On close inspection it turned out to be a Six-belted Clearwing. Only the second reserve record. It feeds on Birds-foot Trefoil which is abundant there. While photographing this moth (yes it is one) flew in a strange way, almost jumping and scuttling into the shingle.
